West Kowloon Government Offices (WKGO) comprise twin 15- and 17-storey towers respectively over a two-level basement, 98,000m² CFA housing seven departments plus student health and special assessment center, civil service dental clinic, and property / facility support.
Off-site prefabricated cooling tower and pipework modules (≤5m × 4m × 3.5m, <5t), factory assembled, QA tested and just-in-time craned, enabled 90% of placement, connection and testing in 11 days; the remaining ~10% was mainly cable pulling, wiring and terminations.
A federated BIM drove clash analysis, 4D sequencing, embedded quantities and procurement data, optimised temporary works, logistics and safe pedestrian / vehicular separation. RTS total station set-out, 3D scanning and VR validation improved alignment and field adjustments. Resulting in MEP works shortened by 3 months with fewer defects, reduced work at height, lower waste, noise, traffic disruption and embodied carbon, which set a benchmark digitally enabled, sustainable workplace.
